After you boot into Ventoy's boot menu the BIOS mode was decided and fixed by the BIOS firmware and can NOT be changed anymore.

Colver just create an UEFI firmware emulation enviroment. It's not the native UEFI runtime envrioment of the hardware firmware.
Ventoy is based on grub2 which doesn't support emulation UEFI enviroment.

You can make an Easy2Boot USB drive with agFM and Ventoy.
You can then MBR-boot to E2B, then to Clover UEFI64, then to agFM and then to Ventoy and then boot UEFI64 payloads.
However, Clover is very hardware dependent - it does not always work nicely on all systems.
