Usually, it\s because the shortcut paths inside the WIM are hardcoded to a specific drive letter (like Y: or X:) that doesn't match where your files actually are on the Ventoy drive. Maybe check if there's an 'Apps' folder on the root of your USB that needs to be named exactly a certain way for the PE to 'see' it?
