 Boot from ISO

Does the program allow booting from an ISO file located on a hard disk partition?

That is not what you asked!

However, you can install Ventoy on an internal or external hard disk if you wish.
Then boot to the internal Ventoy Hard disk using the BIOS Boot Selection Menu feature (e.g. F8 or F11 or ESC - depends on BIOS).

how can this be installed. a boot from internal hard drive, would i have to boot from a thumb drive, install from a thumb drive and copy operating systems from the thumb drive onto the internal drive of the laptop?

Ventoy can be installed on USB drive or local disk. To prevent misoperation, Ventoy2Disk.exe only lists USB drives by default.
You can toggle the Show all devices option then all the disks will be listed. But at this time, you must be very careful and don’t choose the wrong disk.

1. Install Ventoy to a new internal drive (you can reserve space if you have a large drive and then partition the unused space and use it for other things)
2. Copy ISOs onto the new Ventoy drive
3. Boot from the internal Ventoy drive using your BIOS Boot Selection menu screen (e.g. F8 or F11 or F12 or whatever your BIOS uses - read system manual).

Does the disk on which the program is installed have to be completely empty and formatted?

Is it possible to put the ISO file in its original format or must it be extracted?

Can the program then find the system iso image file and then boot? This is my main question

You can try iventoy here (https://www.iventoy.com/en/doc_news.html), boot iso file from pxe server.
You can also try ventoy (no need for USB Flash drive), but you need to download QEMU tester (create virtual machine) and Simple VHD Manager v1.5 (create VHD virtual disk) or VirtualBox. Search for them on google
