booting into winpe is ok but in uefi not all programs are displayed at startup

Use Ventoy in CLI (Text-Based Mode) through the "Ventoy.Json" (Set "display_mode": "CLI")... it will fix most of your issues !!!!

For me it's the only fix !

Strelec starts like this in the EFI regardless of whether you boot from Ventoy or as the Strelec manual states.

WinPE10 8 Sergei Strelec x86_x64 2021.01.05 EN.iso with Ventoy 1.0.70 UEFI64 on Lenovo IdeaPad 300 works for me.
If I go to Explorer, I can see a 'DVD Drive ( J: ) USB_STRELEC' virtual drive which shows that the ISO has been mounted as drive J: and many program shortcuts point to programs on J:.

thanks Steve2926, because I test on ventoy.vhd, I get error ventoy does not mount iso file in uefi. When testing with ventoy usb, boot is always successful and mount iso file

I hope I'm not repeating information - I didn't have time to read the whole thread.

I was able to run Gandalf and Sergei Strelecs ISO's after formatting the Ventoy partition to NTFS.
It had previously been exFAT, and neither would boot.
I used the "Normal" boot mode, instead of Winboot mode, strangely.
I had first tried all the other fixit recommendations.

Then . . .
After I installed Medicat, it messed things up to a certain extent.
Medicat booted and ran fine and . . .
Srelecs ISO booted fine, booting now in Winboot mode but . . .
Gandalf booted, but none of the programs would run, showing a "bad path" type of error.
Hiren Boot CD wouldn't boot no matter what I tried. 
Perhaps I can fix that by editing the Ventoy json file.
