Since the default is exFAT for partition 1 and many 1000s of people have no problem with Ventoy and exFAT, maybe you need to consider what may be different about your system?
'I needed to install the fuse-exfat package for RHEL. ' - a clue here ?
Did you safely eject the drive and use sync after copying the ISO files?
