Works by a detour:

Rename the Gandalf_x64_Redstone_5_07-28-2019.iso to Gandalf_x64_Redstone_5_07-28-2019.img

After Gandalf loads, go to Ventoy Drive, rename the Gandalf.img to Gandalf.iso and mount the Gandalf.iso

Go to Start > All Programs > System and select ReMount CdDrive Y

Go to Start > All Programs > Network > PENetwork to create a connection
