There is still an issue where the language is not output and only English is output.?

The only thing you can do while the language is being output is to switch from graphics mode to text mode.

Is a patch possible?

The language you set should not change and you should only be able to switch from graphical mode to text mode.

In text mode, only ASCII characters are supported to display in the screen, so only English can be displayed.
