F4 localboot is just search the bootloader and boot it.
It doesn't matter the bootloader is on local HDD or in Ventoy USB. You can install Linux into Ventoy USB's partition 3 for example. And boot this linux by Ventoy.

In the custom grub menu you can boot your linux distro as you want. https://www.ventoy.net/en/plugin_grubmenu.html Or if you use UEFI mode you can download a rEFInd.iso and put it to Ventoy USB and boot the ISO.
