how can i setup ventoy to boot a image only if a partition is not found?

With grub?

Yes , you will need to alter the grub.cfg file and make an if statement that looks for partition then use the else to auto load what you want, a bit more to it.
Once you figure out how that .cfg works you should know exactly what to do.
